Article XV:
Secretary-General
The Secretary - General of the society underlines following tasks Society and have a full-time ( at least partially ) Composite Works :
1 - Follow - up the implementation of the plans and programs of the Society , which was approved by the public authority and the Secretariat.
2 - Follow - up the performance of the Arbitration Board (without interfering with his award) and the implementation of the functions and duties of the bodies and its committees.
3 - Implementation of the specific terms of reference and powers under this Act, the public authority and the General Secretariat.
4 - Signing administrative orders, bills of exchange, the checks according to financial controls and financial regulations in force.
5 - Appointing the necessary staff to units and sections of the compound and determining the monthly rewarded under financial regulation issued by the compound.
6 - Preparing a schedule of meetings of the General Secretariat and inform them of the dates and of the meeting place.
7 - The Secretary gives monthly remuneration determined by the General Secretariat.
8 - Conduct all legal actions and all contracts related to work and activities of the compound.
9 - Distribution of tasks and responsibilities among the members of the Secretariat.
10 - Exercise fiscal responsibility on all the assets and funds of the Society, including dealing with financial all institutions and banks and any activity or business or financial or investment, including cash agree with the rules of the foundation system and laws.
11 - The representation of the Society in all cases brought to it or him before the courts and representation before government agencies and non- governmental organizations (natural persons and moral) himself or the legal agent .
12 - Mandate or dispatch a member of the Secretariat to represent him in front of international and domestic forums or any member of the General Board.
13 - Issuing internal regulations especially what relates to determine the conditions of Associates determine their salaries, their functions and duties and acts contrary Forbidden and the type of the appropriate punishment.
Article XVI :
Meetings of the General Secretariat
1. The Secretariat shall meet at the headquarters of the compound and may be held in another place when necessary and with the consent of the Secretariat.
2. The Secretary-General of the Secretariat invites the meeting or his deputy to be not less than a call from the date of the meeting for ten days.
3. The dates of the meetings of the Secretariat shall be one meeting every three months at least.
4. Quorum is in the presence of 50% + 1 of the members of the General Secretariat .
5. Secretariat shall take decisions by a majority of the votes present and when a tie side , it will be who voted with the Secretary - General .
6. Secretariat held an extraordinary session at the request includes the Secretariat’s invitation to convene the meeting limited to consideration of the issues Entries in demand according to the following cases:
A - At the request of the Secretary - General ( or his deputy in his absence ).
B - at the request of two members of the Secretariat to submit to the Secretary - General.
C – The call should be not less 3 days for extraordinary meeting.
7. The Secretary- General or his deputy in his absence Presides over the meetings of the Secretariat,
8. Registration records of the meetings to be a special register at the custody of the Secretary and the meeting may be recorded by a television recording device .
Article XVII:
Secretariat Decision-making mechanism
1 - The majority decision - making mechanism (50 + 1).
2 - Exception of paragraph 1, the following:
A - accepting donations , gifts and grants.
B - Amending the rules of procedure for the Society.
C - Exempting a member of the Secretariat.
D - a Society dissolution or liquidation .
E - Investment funds of Society investment projects.
3 - The decision-making in paragraph 2, with the consent of two - thirds of the members of the Secretariat at least.
