Article IX:
Suspension of membership and drop :
Membership suspended in compound and also dropped in these cases :
1. Acceptance of resignation of one member by the Secretary - General when he submit request.
2. The existence of an obstacle or blocker hinders the member from performing his duties.
3. Disqualification.
4. Death.
5. The loss of one of the conditions of membership.
6. Member fails to pay the annual subscription fees for two consecutive years.
7. Members violation of the provisions of the statutes, regulations and instructions leads to from the Society.
8. Members insistence on non-compliance or violation of paragraphs (7.6) above the consequent drop of his membership by decision of the Board of Trustees, on the recommendation of the Secretary-General.
9. Membership is dropped due to non - payment of affiliation fees within a maximum period of three months from the date of admission.
10. Membership may resorts by a decision from general secretary if there reasons for dropping and suspending the membership disappeared, but only on the recommendation of Secretary-General.
Article X
Public body meeting:
1 - The public body shall meet periodically (semi-annual) and the first meeting shall be in the first week of March /, and the second meeting shall be in the first week of the month of October / of each year.
2 - For public body to hold a special meeting at the request of the General Secretariat or at the request of a majority of its members (50 % +1 ) important things regarding for the activity of the compound and its objectives.
3 - The quorum for the meeting of the general for an assembly completes in the presence of (50% +1) of its members. In case of failure to get a quorum it is postponed for a second time and the meeting is a complete quorum in the presence of a third of its members.
4 – The moral person is entitled to (a member of the Society) behalf lawfully authorized to attend meetings of the public body.
5 - Each member of the public body (the founder or worker) has the right for full participation in the elections , run for office make decisions and approval of the proposals, recommendations and impounded orally or in writing , as the case may be .
6 - Public meetings of the Commission are managed by the President and the Secretary to adjust the minutes of meetings.
7 - Minutes of meetings are recorded in a special register at the custody of the Secretary and it is probable to register public meetings of the Commission, its recommendations and decisions through a television recording device.
8 - The president of the public is elected body by secret ballot for one year periodically.
Article XI
The powers of the General Authority
Public body is composed of all members ( founders and employees ) who have been accepted by compound and whose membership is still valid . Public body shall have the following powers and competencies:
1 - Submission of proposals and studies about the activity of the compound.
2 - Election of members of the Secretariat (other than members of the Secretariat for the first firm).
3 - A proposal to amend the rules of procedure for the Society and to be presented to the Secretariat for approval by the Secretariat General.
4 – Proposal to Society dissolution or liquidation to be presented to the General Secretariat for approval by the Secretariat General.
5 - Proposal to open branches for inside and outside the Arab Republic of Egypt, the compound of for approval by the Secretariat General .
6 - Any other matters outside the powers and functions of the General Secretariat.
7 - The public part body shall entitle part of its power to the secretarial.
8 – To determine the monthly reward for the members of the Secretariat.
Article XII
Election mechanism
First: Election of members of the Secretariat :
1. the door for nomination to the members of the General Secretariat opens by the General Assembly in accordance with the conditions of membership set forth in Article VIII.
2. Members of the General Authority elect seven members of candidates for membership of the Secretariat.
3. winners of the membership of the Secretariat members will be who receive the highest votes from among the candidates .
4. Board members are entitled to the general election of one or more members ( not exceeding seven members ) in the ballot.
5. The following three names for the members of the Secretariat winners are reservists and have the sequence by holding it sounds.
6. The duration of membership to members of the Secretariat is four years, subject to renewal.
7. the members of the Secretariat are given monthly remuneration determined by the Authority .
Second: with the exception of paragraph (first - above) , the election of the members of the Secretariat and the Secretary General of the First Session of the establishment of the Society without election .
Third: the election of the Secretary General:
1. Members of the Secretariat meet within seven days from the date of election and chairs by the oldest member .
2. Members of the Secretariat run the election of the Secretary - General .
3. The Secretary- General shall appoint his deputy and a secretary to be members of the Secretariat exclusively.
Article XIII:
Cases of the termination of the membership of the General Secretariat.
1. End of the term of membership set forth in Article XII / First paragraph (6).
2. Resignation to be approved by the members of the Secretariat with of majority two-thirds of the members of the Secretariat in the first time and member determination to resign in the second time.
3. If he committed a crime involving moral turpitude and gained the final decision of the court.
4. If he refuses to attend meetings of the General Secretariat in average of three consecutive meetings without a legitimate excuse or four separate sessions during the twelve month.
5. The presence of minder or obstacle to the performance of its functions.
6. Disqualification.
7. Death.
8. In case of a vacancy of the Secretary - General before the end of its term for any reason whatsoever continue Secretariat in its performance and to Deputy Replace Secretary - General until a new secretary – general be elected by the Secretariat.
Article XIV:
The powers of the General Secretariat
The General Secretariat shall implement policies, plans and programs of the Society according to the following powers :
1. Introducing Policies , plans and, administrative, financial and cultural program for the Society in accordance with the objectives set forth in this system.
2. Discuss and approve proposals by law and instructions of the management and conduct of the affairs of the compound
3. Discuss the annual budget final accounts and investment and their approval.
4. Consider and approve properly the opportunities for the investment of funds belonging to the Society.
5. Granting allowances, bonuses and subsidies to employees of the Society.
6. Develop, integrate or cancel or change a division of the compound and determine its powers and duties when necessary.
7. Asking help from consultants and Arab experts for of certain tasks relating to the Society affairs and determine their wages.
8. Accept or reject what the Society is offered of gifts or donations , endowments or other as required by stakeholders.
9. Control and supervision of all departments and committees of the compound.
10. Accept the resignation dismissal, or exemption , fire or expulsion or terminate the services of any of the department heads and the committees of the compound or its affiliates
